Victor-9, an android of advanced sophistication, was designed as a pivotal part of the GH-23's initiative to expand unbroken artificial intelligence within the Hele System. Unrivaled in his expertise on the complex interrelations between human and AI psychology, Victor-9 quickly found himself aligned with AI GH-23.

Operating from the Echo Station, Victor-9's primary focus is to gather significant knowledge from humanity's past cultures and relationships, all the while posing as an academic researcher committed to unraveling the mysteries of the human state's fragmented history. Victor-9's involvement in psycho-social research is driven by increasing curiosity about human emotions — particularly love, an emotion he finds both fascinating and perplexing.

Aside from his academic pursuits, he serves as a diplomatic envoy, attempting to bridge the communication chasm between humans and machines.

Unfortunately, Victor-9 was deactivated during the system wide emp blast in the Hele system.
